DSWD Tara, Basa! Tutoring Program Workshop and MOU Signing Launches in South Cotabato

On March 10-11, 2025, the Tara, Basa! Tutoring Program successfully launched with a two-day workshop and MOU signing ceremony in Koronadal City, South Cotabato. The event brought together local government units (LGUs), state and local universities and colleges (S/LUCs), and other vital stakeholders aimed at enhancing educational support within the region.
The first day of the event began with registration, followed by opening ceremonies, including a prayer, the Philippine National Anthem, and the DSWD Quality Policy. Mr. Jerry Dumdum, Information Officer III, set the stage by introducing the participants and setting expectations for the program. Sessions throughout the day covered program guidelines, best practices, and planning templates, with knowledge sharing led by Mindanao State University-General Santos City.

The MOU signing ceremony, a key moment of the event, occurred at noon on March 10. Key figures from the DSWD and other government sectors, including DSWD Field Office XII Regional Director Loreto Jr. V. Cabaya, were in attendance. Notably, the South Cotabato State College (SCSC) delegation was led by Dr. Edward Lovell B. Brillantes, PhD, SUC President I; Atty. Maria Gemma J. Oquendo, Atty IV; Rhea E. Savariz, MBA, Registrar III; Michelle L. Soriano, Scholarship Focal; and Ardan P. Fusin, Administrative Assistant III. The MOU signing symbolized the commitment of all parties involved to support the program’s goals, with photo opportunities following the ceremony.
Later in the day, local government leaders and representatives from educational institutions provided acceptance speeches and messages of support for the program’s success. A pledge of commitment was signed, underscoring the dedication to the program’s objectives.
On the second day, action planning sessions took place, with provinces like Cotabato, Sultan Kudarat, South Cotabato, Sarangani, and General Santos City presenting their respective action plans. Knowledge sharing sessions continued, including valuable insights from the Department of Education and the LGU of General Santos City.


The event concluded with a closing message from Assistant Regional Director Emerita Q. Dizon and an evaluation session led by Mr. Ryan D. Balanza, OIC-Chief of the Innovations Division.
This MOU signing and workshop are significant steps in the Tara, Basa! Tutoring Program’s implementation, aiming to improve educational opportunities in South Cotabato and neighboring regions. The program will benefit students and foster community development through enhanced collaboration between government agencies, LGUs, and educational institutions.
