Surallah, South Cotabato –  The South Cotabato State College (SCSC) officially launched its Electronic Human Resource Management Information System (eHRMIS) on November 7, 2025, at the COC Building. This milestone marks another significant step in the College’s digitalization efforts to enhance efficiency, transparency, and innovation in human resource management.

A highlight of the program was the Ceremonial Signing of the Memorandum of Agreement (MOA) between South Cotabato State College (SCSC) and Davao del Sur State College (DSSC). SCSC was represented by Dr. Edward Lovell B. Brillantes, College President, and Mr. Rex B. Barroquillo, Information Technology Officer. On the part of DSSC, Dr. Felomino Alba, Director of ICT, and Dr. Clara Acebes, Supervising Administrative Officer, represented Dr. Augie E. Fuentes, DSSC President. The MOA signing was assisted by Atty. Maria Gemma J. Oquendo, Legal Officer. The partnership aims to strengthen inter-institutional collaboration in implementing technology-driven systems that promote digital governance and institutional modernization.

In his message, Dr. Brillantes thanked DSSC for their support in developing the eHRMIS and emphasized that the system is key to improving data management, service efficiency, and transparency at SCSC. Representing DSSC, Dr. Alba highlighted the importance of partnerships in advancing digital governance and commended SCSC for adopting the eHRMIS as an effective tool for transparent and efficient human resource management.

Digitalization is a priority of Dr. Brillantes’ administration. The launch of the eHRMIS reflects the College leadership’s commitment to adopting innovative systems that enhance data management, service delivery, and transparency across all institutional operations. This initiative is part of broader efforts to advance digital transformation at SCSC.

Messages of support were also delivered by Dr. Maria Teresa L. Samonte, Chief Administrative Officer of CHED Regional Office XII, and Mr. Basilio E. Dafielmoto, Supervising Human Resource Specialist of CSCFO South Cotabato. Both speakers emphasized that digitalization has become an essential component of effective governance and public service delivery, lauding SCSC for taking proactive steps toward digital transformation.

The launching was facilitated by Mr. Rex B. Barroquillo, Head of the Information and Communication Technology (ICT) Department, together with the HR Office led by Ms. Elen G. Avila, who also led the system orientation and demonstration.

The activity was attended by the faculty and staff of SCSC, led by Vice President for Academic Affairs Dr. Joebert C. Legreso and Chief Administrative Officer Mr. Edgar Paolo M. Macrohon, showing the College’s unified support for its ongoing digital initiatives.

The eHRMIS launching reaffirms SCSC’s strong commitment to innovation and good governance. It aligns with the United Nations Sustainable Development Goals (SDGs)—particularly SDG 8: Decent Work and Economic Growth and SDG 16: Peace, Justice, and Strong Institutions—by promoting efficiency, accountability, and sustainable digital transformation within public institutions.
